Carl E. Voigt was born at James, South Dakota on May 6, 1895. He is a graduate of Aberdeen High School and Huron College.
Brother Voigt started a banking career in 1919, first in Huron and later in Sioux Falls, and pursued it until his retirement. Since retiring from active banking, he has conducted a business consultant service.
On July 3, 1920, he married Miss Eula Manwaring. They have two sons and five grandchildren.
He became a member of Huron Lodge No. 26 on February 16, 1921. He holds membership in Huron Chapter No. 10 Royal Arch Masons, Huron Council No. 5, and LaCoTah Commandery No. 6. He is also a member of Sioux Falls Consistory and El Riad Shrine Temple. He served as Grand High Priest.
In February, 1965, at Washington, D.C., he was elected and served as Chairman of the Grand Masters' Conference of North America.

A new approach to dispensing Masonic light and knowledge was advocated by Brother Carl E. Voigt, Grand Master, as he opened the ninety-first Annual Communication at Sioux Falls in 1965. "Masonry is not changing," he said in his address to the Grand Lodge. "Our social and economic conditions are changing rapidly in this space age. I do not propose that Masonry be changed, but I do think we must as Masons find a new approach of dispensing Masonic light and knowledge to create an image of Masonry that will attract young men the same as you and I were attracted to Masonry."
During the year cornerstones had been laid for Masonic Temples at Onida and Alexandria. Masonic Temples had been dedicated at Onida, Alexandria, and Garden City.
The by-laws were amended to combine the offices of the Grand Treasurer and the Grand Secretary and to include the secretaries of the constituent lodges as members of the Grand Lodge. . A special committee reported on its survey relative to a change in the dates of the Annual Communication. They found no special interest for a time change.
A Centennial Committee was appointed by Grand Master Voigt and a Centennial Fund of $10,000.00 was approved to be set aside at the rate of $1,000.00 per year.
A report by the Board of General Activities showed that since the awards had been authorized, the following total had been presented:
- 50-year medals: 1,564
- 60-year palms: 142
- 70-year palms: 5
- Distinguished Service Awards: 115
