He was made a Mason in Pride of the West Lodge No. 179, located in St. Louis, in 1861; was elected Junior Warden for 1862 and Worshipful Master for 1863, and again for 1867, and has retained his membership continuously since.

He was exalted to the degree of Royal Arch Mason by Missouri Royal Arch Chapter No. 1 in 1861. He dimitted and affiliated with St. Louis R. A. Chapter No. 5, May 20, 1864. Was elected and served as Excellent High Priest in 1865, and retains membership in St. Louis No. 5. He was chosen M. K. President of the Grand Convention of Anointed High Priests in IS6S, and has served continuously since.

Companion Garrett is a member of Hiram Council No. 1, Royal and Select Masters, served as Thrice Illustrious Master. He was Knighted in St. Louis Commandery No. 1, Knights Templar, June 16, 1862, served as Prelate 1863 and 1864, and is still a member. He has long been a member of the St. Louis bodies of the Scottish Rite.

In the Grand Council Royal and Select Masters of Missouri he was M. P. Grand Master in 1867. In the Grand Chapter Royal Arch Masons he served as Grand Captain of the Host in 1863 and 1864, and in May, 1865, was elected Most Excellent Grand High Priest. He is now the oldest living Past Grand High Priest.

He was initiated in Pride of the West Lodge No 179, St Louis Missouri March 9, 1861 and served as Master in 1865 and 1867.

Before serving as Grand Master Brother Garrett served the Grand Chapter Royal Arch Masons as Grand High Priest and Grand Lecturer for both the Chapter and Council of the York Rite Bodies.
